Telford cutting spending

The year end numbers for Telford Borough have necessitated a large spending cut for the 2012 budget. The borough ended 2011 about $125,000 short of budgeted revenues. The borough’s Finance and Administrative Committee and other borough officials came up with a list of budget cuts that total approximately $104,000. The cuts include reductions to Telford borough contributions, delaying a planned codification of ordinances, general purchases and improvements.

Lower Merion to try again for Ardmore Transit funding

On the heels of news that Amtrak has indicated more interest in cooperating with Lower Merion Township on the Ardmore Transit Center project, the township has learned that a new round of TIGER grants is now available. The “Transportation Investments Generating Economic Recovery” grants are offered by the U.S. Department of Transportation, and indications are that the latest round of TIGER grants will focus on transit projects. Lower Merion had been disappointed when passed over in December for TIGER grant funding, and the possibility was raised that the new train station and parking garage may have to be deferred. Preliminary approval for submission of an application for $25 million was given by the commissioners. The final application is due March 19. Abington to consider $3 million bond for storm-water projects

The Abington Township Board of Commissioners voted to approve a hearing on March 8 on the issue of general obligation bonds. The bonds, not to exceed $3 million, will help boost funding for storm water projects in the township. The bonds are structured to spread the debt service out over seven years to avoid more interest and stay within budget restraints. The money received from the general obligation bonds will be used for storm water management. Abington has about 36 projects on a master list that is rearranged when priority projects emerge.

Worcester to consider ‘Transferable Development Rights’ ordinance

Worcester Township supervisors will hold a public hearing and could vote to adopt a ‘Transferable Development Rights Ordinance’ on Feb. 15, 2012 at 7:30 p.m. at the Worcester Township Community Hall, 1031 Valley Forge Rd., FairviewVillage, Worcester, PA.The proposed ordinance may be viewed on the Worcester Township website.  You can also search Worcester Homes for Sale.

County planners look to restart “Jump Start” transportation program

The Montgomery County Planning Commission is requesting that county commissioners consider setting aside $5 million in capital improvement funds to restart a limited local transportation improvement program called “Jump Start.” In 2009, county planners envisioned a $150 million transportation program designed to ease local traffic congestion, but the borrowing plan was not put out for voter referendum because the economy faltered. Instead of abandoning the program completely, former county commissioners directed the planning commission to put together a small demonstration program, called “Jump Start.” The original “Jump Start” plans used $5.38 million in county funds, $1.78 in municipal funds and $3.2 million in private funds for five traffic improvement projects across the county, including the Sumneytown Pike project, traffic signal projects in Jenkintown,Green Laneand Pennsburg, and the Matsonford Road widening project in West Conshohocken.

Cheltenham to consider ‘Glenside Business Improvement District’ ordinance

The Cheltenham Township Board of Commissioners will hold a public hearing at its regular meeting to consider the adoption of ‘The Glenside Business Improvement District’ ordinance. The meeting will be held on Feb. 15, at 7:30 p.m. at Curtis Hall, Greenwood Ave.and Church Rd., Wyncote, PA.The proposed ordinance would create a Glenside Business Improvement District and will include 109 properties along east and west Glenside Avenue, and along Easton Road between Mt. Souderton finds $500K budget error

The Souderton Area School District Finance Committee learned about a $500,000 error in the adopted $108.3 million preliminary 2012-13 budget. The error was in the district’s favor, but even with the positive outcome of the error, the school district still needs to close a $3.7 million budget gap. One of the largest contributors to this year’s deficit is a $2 million payment owed to the Pennsylvania School Employee Retirement System from last year. The district will continue to work on the budget with a final draft set to be adopted in June.

Montgomery County NewsNorristown increases property taxes 3.43 percent

Norristown Council adopted a $28 million budget for 2012 that includes a 3.43 percent increase in the municipal property tax rate. The property tax rate in Norristown will increase from 11.95 mills to 12.36 mills. A mill is a tax of $1 for each $1,000 in assessed property value. A residential property owner with a home assessed at the municipal average of $95,000 will pay $39 more than last year for a bill of $1,174.

Lower Merion adopts budget

For the first time since 2006,Lower Merion adopted a budget that does not include an increase in township property taxes. The budget holds the millage rate at 4.19 mills, which translates to a tax of $1,512 for the township portion of the property tax bill for a home assessed at the average $361,000. The 2012 budget includes a 1.6 percent increase in expenditures over the 2011 budget, something that caused contention between several board members.

Whitpain to create West Ambler Development Committee

Whitpain Township is in the initial stages of establishing a West Ambler Development Committee, which will be charged with the creation of an action plan to improve the quality of life in the West Ambler area. The committee will be tasked with investigating storm-water management efforts for the flood-prone area, brownfield revitalization for the 38-acre BoRit asbestos sites, and finally rolling all of the research into neighborhood revitalization. An RFP will be issued for professional community planning and engineering. Once the proposals are reviewed a committee will be created within the next three to four months.

Lower Merion extends deadline for Comprehensive Plan Committees

Lower Merion has extended the application deadline for citizens interested in taking an active part in the formation of the township’s Comprehensive Plan by serving on one of five volunteer committees. The committees include: Land Use – the blueprint of the future for the township; Housing – identification of housing needs inventories and trends; Circulation – planning for the movement of people and goods; Community Facilities and Infrastructure – inventory of all public/private buildings and infrastructure support; and Energy and Water Resources Conservation – explore small scale storm-water runoff measures. Detailed committee information and application procedures are available by following the “Topical Issues” prompt on www.lowermerion.org. Applications and supporting information must be submitted by Jan. 31, 2012.

Authority requests 600 fewer homes at base

Members of the Horsham Land Reuse Authority recently debated the density of housing in the proposed reuse plans for the closed Willow Grove Naval Air Station. It was decided to reduce the number of residential units by 30 percent. RKG Associates, the land planners tasked with creating a blueprint for the property reuse, will present a fifth map with the residential density changes to the authority on Jan. 18. The final redevelopment map is due to the Department of Defense by March 18. It is not expected that any true land transfers or rebuilding of the property will occur until 2015. 2011 Holiday Season is over

If you are like you me and live in the Montgomery County or Bucks County area you may be wondering how to get rid of your Christmas tree in the best possible way. It is sad to say but the 2011 Holiday Season is over and we welcome in the new year.

Some towns have programs where you can drop of your tree to be turned in to chips for mulch or landscaping. You can also use the tree for holiday craft projects or to landscape your own home.

Before placing a Christmas tree outside, be sure to remove all decorations first. Lights, garland, tinsel and all metal should be removed from the branches. Be sure to never use tree remnants in a fireplace or wood stove, as suggested by the National Christmas Tree Association.

 

 

Christmas Tree Disposal Information by Town

Please submit your comments below to let everyone know the best way to dispose of the tree in your specific township. Here are a few that we have collected for you

Abington Township Website

Bensalem Township: Residents can leave their Christmas trees curbside on Wednesday, Jan. 11. Waste Management workers will pick them up. According to company spokesperson Judy Archibald, those with especially large trees should cut them in half.

Buckingham Township: Bring your tree to the parking lot of the Buckingham Township Water Department Building located at 4124 Mechanicsville Rd. No deadline for disposal is posted on the township’s website.

Doylestown Township: To schedule a pick up to recycle your Christmas tree, contact info@doylestownpa.org today, Jan. 2. The trees will be picked up on January 7th. If you have the means to transport your tree, drop it off at the township building between now and Feb. 15.

Horsham Township: Dates are below. If your trash hauler is not listed, you may need to call for tree collection dates.

Lower Moreland: The Public Works Department will pick up trees Tuesday, Jan.  3, Monday, Jan. 9 and Jan. 16.

Warminster: Recycle your Christmas tree as part of the Parks and Recreation chipping program. Trees will be chipped and used for park trails and if there are leftovers, the community will be able to use the remains for landscaping purposes. All decorations must be removed from the tree before dropping it off at the WREC, located at 1101 Little Ln., or Warminster Community Park, located at 300 Veterans Way. The chipping program runs from Jan. 1 through Jan. 30.

Whitpain Township:Christmas trees will be collected for recycling Wednesday, January 25, 2012, along with the monthly leaf waste material.

Montgomery County NewsMontco budget raises taxes 17 percent

In the first unanimous vote of a tumultuous four-year term, the Montgomery County commissioners approved a 2012 budget that will increase county property taxes by 17 percent. The tax increase is the first in ten years. The average homeowner with a property assessed at $168,000 will pay an additional $77 in taxes for a total bill of $530. A proposed budget unveiled last month would have cut spending by $14.6 million and called for the elimination of the planning commission and parks departments drawing outrage from county residents.

County bond rating upgraded in error

Moody’s Investment Services recently announced that it erred when it released information that upgraded Montgomery County’s Aaa bond rating from “with negative outlook” to “stable.”  Moody’s had downgraded the Aaa bond rating of many state and local government agencies in August while it reviewed the impact the federal government’s financial situation may have on these governments. Moody’s released a list last week that upgraded many of the state and local governments under review but the list erroneously reported that Montgomery County’s rating was “stable.” The county had a “negative outlook” prior to August because county commissioners have continued to dip into cash reserves to balance the budget. Therefore, Moody’s has continued the “negative outlook” for the county bond rating.

Horsham budget passed

Horsham council unanimously adopted a 2012 budget that will not increase taxes for property owners in the township. The property tax rate will remain at one mill, with a mill being a tax of $1 for each $1,000 in assessed property value. A home assessed at the township average of $178,128 will pay $178.13 in township property taxes. Of the one mill township real estate tax, 0.47 goes to support the library, 0.31 mills to the fire company, and 0.22 for parks and recreation.

Abington adopts 5.37 percent tax increase

The Abington Township Board of Commissioners adopted the township’s 2012 budget with a 5.37 percent tax increase. The average home assessed at $150,000 can expect a tax bill of $588, a $30 increase over last year. The additional revenue from the tax increase will be used on a $2.7 million bond issue for drainage projects throughout the township. The 2012 budget is $780,000 less than the 2011 budget, with employees agreeing to a pay freeze to aid in the reduction of overall spending.

Upper Dublin hikes taxes

In a 6-1 vote, the Upper Dublin Board of Commissioners adopted the 2012 budget, which includes a 5.91 percent tax increase. The township’s tax rate will rise to 5.231 mills and a home assessed at the average $195,000 can expect a township property tax bill of $1,020.05, about $56 higher than 2011.

No tax increase in Lower Salford

Lower Salford supervisors unanimously approved a 2012 budget that includes no tax increase for the first time in three years. The township property tax rate will remain at 2.524 mills with one mill equal to a tax of $1 for each $1,000 in assessed property value. The board implemented many cost-cutting measures over three years including wage freezes, layoffs and health insurance restructuring. In other news, the Lower Salford Board of Supervisors is looking for letters of interest from residents interested in serving on the Planning Commission, Park Board or Recreation Authority. Pistachio Grille In Ambler, PA Review

Pistachio Grille Ambler PA

Ambler Pa features many great restaurants,bars, shopping and overall is a great culinary town, however Pistachio Grille is not one of these locations.   After leaving our office at Keller Williams Real Estate, my wife and decided to drive through Ambler and find a place to eat.  Due to our inability to decide, my wife remembered a little Italian cafe named Pistachio Grille located in Ambler off of Norristown Road.

The lack of cars in the parking lot should have been the first giveaway.  We entered Pistachio Grille and were greeted by a friendly host who asked if we “had reservations”  We did not and were ushered past the 15 open tables to the last table in the back.

On the surface of it, Pistachio Grille looks like a lovely place, typical for Ambler, well decorated, cozy, BYO and an atmosphere where we were excited about the arrival of our food.  Once our waiter finally took our order, we were given bread with roasted peppers, which was actually quite good.  After an excessive wait, our main courses finally arrived.

My wife ordered Sauteed chicken with tomatoes and I ordered the Mussles with linguine in a white wine sauce.  After a few bites of our meal, we quickly realized that this was not the quality we expected from Ambler restaurants.  The mussels with past was overpowered by garlic and what I assume was the 15 sticks of butter used as the sauce.  My wife’s dish was also overpowered by the garlic as well as the chicken being overcooked.  This is where it gets interesting.

Montgomery County Pa GrouponAs we were eating dinner we overheard an argument from a few tables away between the dinners and the waiter regarding the use of a Groupon.  A Groupon is basically an online coupon where you can find great deals on area restaurants including those in Ambler and others in Montgomery County.

Apparently, the dinners were denied use of the Groupon based upon their order selection.  They verified this with the waiter before ordering, however after getting their bill were told they could not use it for the discount.  This went on for quite awhile even after my wife offered to purchase their Groupon. It also sounded as if they drove quite a distance to get to Ambler.

Finally, the manager appeared, had a long converation with dinners and seemed to resolved the issue.  My though process was that over a $20.00 Groupon which was intended to just get the patron into the door does not seem like a big expense to lose a customer over.  Not only did they certainly lose the customers with the Groupon, they lost us as well.  As we walked out, the owner made some snide comment about the situation we overheard which solidified that we will be taking our business to other Ambler restaurants and placing this one on the skip list.

With a little business sense, the owner of the Pistachio Grille could have turned an awkward situation into a way of building customers for life instead of loosing multiple customers.

    Montgomery County NewsNo tax rebate in Lower Merion

    Lower Merion Township will have close to $7 million in “unexpected and unbudgeted” business tax revenues for 2011 thanks to a settlement of disputed business tax obligations. The revenues have increased the undesignated fund balance for the 2012 budget from $10.6 million to $17.5 million and have township commissioners and administrators coming up with ideas on saving, spending and even refunding the money to taxpayers. Commissioner Jenny Brown suggested a property tax rebate that would reduce the property tax bills of Lower Merion homeowners by $0.0009 for each dollar of assessed value, or about $324.90 for the average property assessed at $361,000. The measure was not embraced by the majority of the board of commissioners, who have decided upon a more deliberate process to determine how best to use the tax windfall. Other ideas included debt reduction; replenishing monies to the equipment and capital reserve funds for future projects; and even refunding back the 10.8 percent property tax increase from 2011.

    Collegeville taxes steady

    Collegeville Borough council adopted a 2012 budget that will retain the current 4-mill property tax rate. The average home assessed at $150,000 can expect a property tax bill of $600. Property tax revenue in the borough has been reduced by $5,000 for 2012 and the total budget figure of $955,000 for real estate tax revenue is in jeopardy due to an expected assessment appeal of the Acme shopping center. Real estate transfer tax revenue is stagnant and will remain at $50,000.

    Pottsgrove School District prepares early budget

    The Pottsgrove School District has started the budget process early because it intends to apply for Act 1 exceptions that will allow the district to raise school property taxes above the index set by the state. By state law, if a school district is applying for Act 1 exceptions a complete preliminary budget must be in place by Jan. 5, even though the budget does not have to be finalized until June. Under the Act 1 cap, Pottsgrove would be limited to a 2.2 percent property tax increase, which would amount to a $92 school tax increase for the average property. The district is investigating applying for special exceptions that would add an additional 1.26 percent to the Act 1 cap, amounting to $53 more in school property taxes for a total increase of $145 for the average homeowner. The proposed tax increase would still leave an $864,000 budget deficit.

    Cheltenham Township invites resident participation

    The Cheltenham Township Board of Supervisors has extended an invitation to residents of the township to apply for positions on various citizen advisory boards, commissions and committees in 2012. Registered voters in Cheltenham Township who are interested should mail requests to Cheltenham Township Manager David G. Kraynik, 8230 Old York Road, Elkins Park, PA 19027 by Dec. 21.     West Norriton to consider business privilege tax

    West Norriton Township supervisors will consider the enactment of an ordinance that would establish a business privilege tax of $1,000 for any business in the township whose gross receipts exceed $100,000. The meeting will be held Dec. 13 at 7:00 p.m. in the West Norriton Township Building, 1630 West Marshall St., Jeffersonville, PA. The proposed ordinance would require businesses to file an application by Jan. 30 of each year with a final return and payment of the required tax at the end of the year. The ordinance would require persons engaged in business to maintain appropriate business records and sets forth a penalty for failure to register or pay the tax due of up to $500 or imprisonment for a term not to exceed 30 days. Businesses with gross receipts less than $100,000 would be exempt from the tax.

    No tax increase in Conshohocken budget draft

    Although council members recently spent four hours discussing a $337,000 budget shortfall, the Conshohocken preliminary budget does not include a property tax increase. The $10.5 million budget is slightly less than last year’s $10.55 million budget and includes a decrease in anticipated property transfer tax revenue. Council intends to pass the 2012 budget at the regular meeting on Dec. 21 at Borough Hall. The proposed budget is available for public inspection at the Conshohocken Borough Administrative Office, One West First Ave., Suite 200, Conshohocken, PA during regular business hours.

    Lower Merion asks for citizen input to complete Comprehensive Plan

    Lower Merion recently set a course to complete a new Comprehensive Plan by the end of 2012, and is asking for township residents to help get the “ambitious” task done. The new approach calls for the creation of several Comprehensive Plan subcommittees that include strong citizen representation. Each subcommittee will work on one element of the plan. Lower Merion has put out a call for volunteers – the deadline to apply is Dec. 30. The township is looking for broad representation, from citizens to business owners and members of the Lower Merion School District, including students.     Upper Merion Township’s proposed budget is 6 percent higher than last year, but township supervisors believe that the spending plan can be adopted, without a tax increase, through careful budget management in the coming year. The township suffered a financial setback with the reduction in the assessed value of GlaxoSmithKilne’s property, and overall, the township expects to see a $100,000 drop in revenue from the real estate sector.     Montgomery County NewsMontgomery County posts preliminary budget

    The Montgomery County Commissioners voted 2-1 to post a preliminary $389.3 million budget that includes drastic cuts to departmental budgets to close a $40 million shortfall. The draft budget was prepared with no tax hike and maintains a cash balance of $20 million, a number below the recommended 10 percent required by bond rating firms to keep its Triple A bond rating. The draft plan would eliminate the planning commission and heritage sites department; end budget allocations to outside agencies such as the county library and Elmwood Park Zoo; and does not include a pay raise for county employees for the third straight year. Commissioner Joseph Hoeffel voted against posting the budget plan because he felt it was ‘unrealistic’. Commissioners Hoeffel and James Matthews favor a combination of spending cuts and a tax increase to close the budget gap. Commissioner Bruce Castor wants to consult with newly elected Commissioners Josh Shapiro and Leslie Richards before making a decision on raising taxes. The preliminary budget does not include a tax increase, however, it is estimated that a 28.6 percent tax increase would be needed to close the budget gap. A tax increase of that size would amount to about $130 more in taxes for the average homeowner. A public budget hearing is scheduled for Dec. 7 at 10 a.m. with final budget adoption scheduled for Dec. 21 at 10 a.m.  Visit www.montcopa.org to view and comment on the 2012 proposed Montgomery County budget.

    Jenkintown passes anti-discrimination ordinance

    Jenkintown Borough Council unanimously voted to establish an ordinance that makes it illegal to discriminate against lesbian, gay, bisexual and transgender residents in matters of housing, commercial property, employment and public accommodation. A four-member human relations commission will be created that will be responsible for mediation or referral of discrimination complaints. Jenkintown is the 25th Pennsylvania municipality to adopt a local anti-discrimination ordinance that protects LGBT residents.

    North Penn discusses alternate method of delinquent tax collection

    The North Penn School District Finance Committee recently discussed the possibility of using a law firm to recover money from property owners who are delinquent on their property taxes. The law firm would not charge the school district a fee to collect the delinquent taxes; instead the taxpayer would have to pay legal fees in addition to the delinquent property tax. Currently, the Montgomery County Tax Claim Bureau collects delinquent property taxes and charges the school district 5 percent. The current delinquent collections procedure takes over two years. North Penn School District is owed about $2 million in delinquent taxes.

    Pottstown budget plan includes 3.6 percent tax increase

    Pottstown Borough Council approved a $38.9 million proposed budget for adoption that includes a 3.6 percent increase in property taxes. The .362 mill increase would raise taxes on the average home assessed in the borough by about $31. The borough will use $200,000 from reserves in addition to the increased tax revenue to balance the budget. The proposed budget is available on the Pottstown Borough website.

    Lower Gwynedd proposes first tax increase in 16 years

    Property taxes in Lower Gwynedd Township may increase for the first time in 16 years. The 2012 proposed budget would raise taxes from 1.117 mills to 1.223 mills, a 9.49 percent increase. A residence assessed at the township average of $350,000 would pay an additional $37.10 in taxes for a total bill of $428.05. Township Manager Larry Communale explained that a tax increase was necessary to replenish the township’s capital reserve fund, which has not seen any funding for the past several years. The proposed budget is available for review at www.lowergwynedd.org and at the township building. The supervisors are scheduled to vote on the budget at the Dec. 13 meeting.

    Royersford to consider ‘Dangerous Buildings Ordinance’

    Royersford Borough Council will hold a public hearing to consider adoption of a “Dangerous Buildings Ordinance.’ The proposed ordinance defines dangerous buildings and sets forth the procedures for the investigation and declaration of dangerous buildings as nuisances until the building is repaired, vacated or demolished. The public hearing will be held Tues., Nov. 29 at 7:15 p.m. at the Borough Hall, 300 Main St., Royersford, PA 19468.

    ‘Draconian’ budget cuts outlined in Montco

    budget cutting options for Montgomery County were described as ‘draconian’ at a recent county commissioners meeting. Included in the list of budget proposals were: dipping into cash reserves, which would jeopardize the county’s Triple A bond rating; reducing, or eliminating $6.25 million in appropriations for libraries, community college costs and busing; furloughing county employees and freezing salaries; or increase property taxes by 28.6 percent, which would add an additional $130 to the average county property tax bill. The commissioners are working toward closing an estimated $44.1 million budget gap. A draft budget is expected Nov. 30.

    Lower Merion planners approve City Avenue rezoning ordinance

    The Lower Merion Township Planning Commission gave a positive recommendation to the City Avenue Rezoning Ordinance, but added a twist to the controversial plan. The planning commission has proposed making the City Avenue zoning change effective only after the master plan for the area has been created. The master plan would define preferred locations for streets, trails for connection to the commercial district, and gathering places. The proposed ordinance designates two areas for new zoning regulations, which encourage mixed-use development. Lower Merion commissioners will hold a public hearing on the proposed rezoning Dec. 14 at 6 p.m. in the Township Administration Building, 75 E. Lancaster Ave., Ardmore, PA.

    Sewer rate increase proposed in Ambler

    Ambler Borough Council voted to advertise an ordinance that would increase sewer rates for residents in 2012. If adopted, the proposed ordinance would increase sewer rates for Ambler Borough residents from $5 per thousand gallons to $6 per thousand gallons. The increase is necessary to fund a $2 million capital improvement project at the wastewater treatment plant, according to municipal officials. The ordinance will be voted on in December.

    Sanitary sewer meeting scheduled in Cheltenham

    Cheltenham Township officials invite residents and business owners to a meeting focused on the township’s sanitary sewer system on Nov. 30 at 7 p.m. at Curtis Hall, 1250 W. Church Rd., Wyncote.  Township officials and representatives from the PA Department of Environmental Protection will review current and future progress on sanitary sewer system improvements, and address concerns and questions.
