Telford cutting spending

The year end numbers for Telford Borough have necessitated a large spending cut for the 2012 budget. The borough ended 2011 about $125,000 short of budgeted revenues. The borough’s Finance and Administrative Committee and other borough officials came up with a list of budget cuts that total approximately $104,000. The cuts include reductions to Telford borough contributions, delaying a planned codification of ordinances, general purchases and improvements.

Lower Merion to try again for Ardmore Transit funding

On the heels of news that Amtrak has indicated more interest in cooperating with Lower Merion Township on the Ardmore Transit Center project, the township has learned that a new round of TIGER grants is now available. The “Transportation Investments Generating Economic Recovery” grants are offered by the U.S. Department of Transportation, and indications are that the latest round of TIGER grants will focus on transit projects. Lower Merion had been disappointed when passed over in December for TIGER grant funding, and the possibility was raised that the new train station and parking garage may have to be deferred. Preliminary approval for submission of an application for $25 million was given by the commissioners. The final application is due March 19. Abington to consider $3 million bond for storm-water projects

The Abington Township Board of Commissioners voted to approve a hearing on March 8 on the issue of general obligation bonds. The bonds, not to exceed $3 million, will help boost funding for storm water projects in the township. The bonds are structured to spread the debt service out over seven years to avoid more interest and stay within budget restraints. The money received from the general obligation bonds will be used for storm water management. Abington has about 36 projects on a master list that is rearranged when priority projects emerge.

Lansdale Community Branding Survey

Lansdale Borough has launched a community branding survey. The survey is an important component of a community research and branding initiative for Lansdale that will inform how the area can elevate its reputation with residents, visitors, and businesses. Northeast High School  2012 Talent Show

Northeast High School PhiladelphiaAs you are aware by now, the Philadelphia School District have had to make some budget cuts that will affect the closing times of schools as well as certain after school programs.

In an attempt to raise money for Northeast High School which is located at Cottmon and Algon  Ave. in Northeast Philadelphia, the school has decided to put up on a talent show.

The 2012 Northeast High School Talent Show will begin at 6:00pm On Thursday 2/23/12 at the Northeast High School Auditorium.

   Ticket prices are $3.00 for students and $5.00 for adults.  

Don’t miss the chance to see students vs. teachers show off their Philadelphia talent.  This years show will be hosted by Tony Danza, of “Who’s The Boss” and “Teach” where he was an English teacher at Northeast High School

About Northeast High School Philadelphia

Northeast High School is a high school located at 1601 Cottman Avenue (intersecting Algon Avenue) in Philadelphia, PennsylvaniaUnited States.

Northeast is one of the oldest high schools in Philadelphia, founded in 1890 as the Northeast Manual Training School. Before 1957, it was located at 8th Street and Lehigh Avenue in Philadelphia (and later became Thomas Edison High School). As of 2011 Northeast High School will have had 170 Graduating Classes. Some of the best known alumni include Herb Adderley (hall of fame football player), Eddie Stanky (major league baseball player and manager), Guy Rodgers (hall of fame basketball player), Carlos I. Mina (hall of fame soccer play) and Sonny Hill (organizer of Philadelphia summer basketball leagues).

The high school was featured in the A&E series Teach: Tony Danza, where actor Tony Danza taught a tenth grade English class during the 2009-2010 school year. It was also the setting for Frederick Wiseman’s documentary on high schools in the 1960′s and was simply titled, High School.

Worcester to consider ‘Transferable Development Rights’ ordinance

Worcester Township supervisors will hold a public hearing and could vote to adopt a ‘Transferable Development Rights Ordinance’ on Feb. 15, 2012 at 7:30 p.m. at the Worcester Township Community Hall, 1031 Valley Forge Rd., FairviewVillage, Worcester, PA.The proposed ordinance may be viewed on the Worcester Township website.  You can also search Worcester Homes for Sale.

County planners look to restart “Jump Start” transportation program

The Montgomery County Planning Commission is requesting that county commissioners consider setting aside $5 million in capital improvement funds to restart a limited local transportation improvement program called “Jump Start.” In 2009, county planners envisioned a $150 million transportation program designed to ease local traffic congestion, but the borrowing plan was not put out for voter referendum because the economy faltered. Instead of abandoning the program completely, former county commissioners directed the planning commission to put together a small demonstration program, called “Jump Start.” The original “Jump Start” plans used $5.38 million in county funds, $1.78 in municipal funds and $3.2 million in private funds for five traffic improvement projects across the county, including the Sumneytown Pike project, traffic signal projects in Jenkintown,Green Laneand Pennsburg, and the Matsonford Road widening project in West Conshohocken.

Cheltenham to consider ‘Glenside Business Improvement District’ ordinance

The Cheltenham Township Board of Commissioners will hold a public hearing at its regular meeting to consider the adoption of ‘The Glenside Business Improvement District’ ordinance. The meeting will be held on Feb. 15, at 7:30 p.m. at Curtis Hall, Greenwood Ave.and Church Rd., Wyncote, PA.The proposed ordinance would create a Glenside Business Improvement District and will include 109 properties along east and west Glenside Avenue, and along Easton Road between Mt. Souderton finds $500K budget error

The Souderton Area School District Finance Committee learned about a $500,000 error in the adopted $108.3 million preliminary 2012-13 budget. The error was in the district’s favor, but even with the positive outcome of the error, the school district still needs to close a $3.7 million budget gap. One of the largest contributors to this year’s deficit is a $2 million payment owed to the Pennsylvania School Employee Retirement System from last year. The district will continue to work on the budget with a final draft set to be adopted in June.

Bucks County NewsPenndel tables sewer lateral certification ordinance

In response to concerns raised by the Suburban REALTORS Alliance Penndel Borough Council tabled an ordinance that would have established a requirement for certification of sanitary sewer status prior to the sale of real estate. Borough Council plans to review the ordinance over the next month to determine whether any amendments may be appropriate. Click here to view the list of Alliance concerns with the proposed ordinance. Bucks Commissioners searching for Planning Task Force members

The Bucks County Commissioners are looking for nominations to the Delaware Valley Regional Planning Commission’s (DVRPC) new Public Participation Task Force. Ideal candidates should have knowledge of the county, as well as some regional issues, and will have the ability to offer recommendations on public involvement and potential projects. County nominees will join others selected from the nine-county Delaware Valley region. The Task Force will include representatives from community and civic organizations, as well as advocacy groups, professional associations and the private sector. Prospective nominees should have an interest in planning, knowledge of regional issues, effective communication skills and a diversity of experience. Bristol Township hires new building code official

Bristol Township recently voted to hire Keystone Municipal Services Inc. as the new company in charge of building code inspections and United Inspection Agency for electrical inspections. The new companies will replace Building Inspection Underwriters. Keystone will charge an hourly rate of $67 per hour instead of a percentage of the permit fee as previously done. The change is expected to save $50,000 to $75,000 over last year.

Upper Makefield strengthens open space program

Upper Makefield Township entered into an agreement that will name the Heritage Conservancy as the land trust beneficiary of 16 more conservation easements held by the township. The easements protect the land from development. As a land trust beneficiary, the Heritage Conservancy will further protect the conservation easements and gains enforcement power if any future township board decides it is not worth the time or effort to protect the land. Upper Makefield residents voted three times to approve the borrowing of $30 million to protect and preserve open space in the township. The supervisors feel that the investment with the Conservancy will uphold the trust placed in it by the voters. The Conservancy will charge $2,500 per property to become land trust beneficiary. Montgomery County NewsNorristown increases property taxes 3.43 percent

Norristown Council adopted a $28 million budget for 2012 that includes a 3.43 percent increase in the municipal property tax rate. The property tax rate in Norristown will increase from 11.95 mills to 12.36 mills. A mill is a tax of $1 for each $1,000 in assessed property value. A residential property owner with a home assessed at the municipal average of $95,000 will pay $39 more than last year for a bill of $1,174.

Lower Merion adopts budget

For the first time since 2006,Lower Merion adopted a budget that does not include an increase in township property taxes. The budget holds the millage rate at 4.19 mills, which translates to a tax of $1,512 for the township portion of the property tax bill for a home assessed at the average $361,000. The 2012 budget includes a 1.6 percent increase in expenditures over the 2011 budget, something that caused contention between several board members.

Whitpain to create West Ambler Development Committee

Whitpain Township is in the initial stages of establishing a West Ambler Development Committee, which will be charged with the creation of an action plan to improve the quality of life in the West Ambler area. The committee will be tasked with investigating storm-water management efforts for the flood-prone area, brownfield revitalization for the 38-acre BoRit asbestos sites, and finally rolling all of the research into neighborhood revitalization. An RFP will be issued for professional community planning and engineering. Once the proposals are reviewed a committee will be created within the next three to four months.

Lower Merion extends deadline for Comprehensive Plan Committees

Lower Merion has extended the application deadline for citizens interested in taking an active part in the formation of the township’s Comprehensive Plan by serving on one of five volunteer committees. The committees include: Land Use – the blueprint of the future for the township; Housing – identification of housing needs inventories and trends; Circulation – planning for the movement of people and goods; Community Facilities and Infrastructure – inventory of all public/private buildings and infrastructure support; and Energy and Water Resources Conservation – explore small scale storm-water runoff measures. Detailed committee information and application procedures are available by following the “Topical Issues” prompt on www.lowermerion.org. Applications and supporting information must be submitted by Jan. 31, 2012.

Authority requests 600 fewer homes at base

Members of the Horsham Land Reuse Authority recently debated the density of housing in the proposed reuse plans for the closed Willow Grove Naval Air Station. It was decided to reduce the number of residential units by 30 percent. RKG Associates, the land planners tasked with creating a blueprint for the property reuse, will present a fifth map with the residential density changes to the authority on Jan. 18. The final redevelopment map is due to the Department of Defense by March 18. It is not expected that any true land transfers or rebuilding of the property will occur until 2015. Bucks County NewsUpper Makefield ditches public comment policy

Upper Makefield Township supervisors are no longer considering the implementation of a public comment policy for meetings. The proposed policy was a response to election-driven public comments at supervisors meetings last year. The public comment policy would have restricted public comment to agenda items and allowed a time limit to be placed on individual comments. After much debate over the proposed limitations, the township has decided to continue to allow public comment without time limit at the start and end of meetings and before an item is to be voted on.

No tax increase in Yardley

Yardley Borough officials passed a $2.54 million budget for 2012 that holds the line on taxes for the sixth consecutive year. The 16.73 mill tax rate amounts to a tax of $401 in municipal property taxes on the average home assessed at $24,000. A mill is a tax of $1 for each $1,000 in assessed property value.

Newtown Township releases fire protection study

In March 2011,Newtown Township supervisors authorized Matrix Consulting Group to review the township’s hybrid system of volunteer and paid fire protection services. The hybrid system of fire protection developed in the 1990s tasked the Newtown Emergency Services Department with providing coverage during the day, Monday through Friday, and the volunteer Newtown Fire Association covering evenings and weekends. The report recommends that a fire chief be hired to oversee the two agencies and that they establish a uniform rank structure and consistent training between the two.

West Rockhill passes budget

West Rockhill supervisors passed a final 2012 budget that will maintain the 2011 tax rate. Homeowners with a single-family home assessed at the township average of $31,939 will pay about $168 in township property taxes. The operating expenses for the 2012 budget are about $71,000 lower than last year.

Bristol Township schools will not seek Act 1 exceptions

The Bristol Township School Board recently voted not to seek exceptions to raise taxes above the 2.1 percent Act 1 index set for the 2012-13 school year.  School districts must decide early in the budget process to raise taxes above the Act 1 index set by the state Department of Education, either by voter referendum during the primary election or through state exceptions for costs that cannot be controlled. The current property tax millage for the school district is 188.3 mills, or $3,366 for a single-family home assessed at the township average of $17,877.
